Levels Barking
Which would be better for my dogs: an upper or lower better apartment?
They might bark if they hear noises. So I was thinking an upper level apartment would be better because they won’t hear people walking above them. But it has no outdoor deck or patio, where I could put them on a chain for a few minutes at a time. I think they would really like that too, plus their wouldn’t be people under them who could hear them running all over the place.
Which one would be better?

the stairs go right to my door, and they are carpeted stairs that are inside my apartment. the upstairs apartment has a fireplace and a neat looking roof in the living room 
The dogs are a puggle (pug/beagle mix)
and a beagle mix! They are both 2 years old.
